About the Project

Transport for NSW (Transport) and Bellingen Shire Council are partnering to deliver vital road and drainage improvements in Bellingen’s town centre. This coordinated project will enhance road conditions, improve drainage infrastructure, and boost pedestrian safety.

As part of routine road maintenance and asset management, Transport will be carrying out asphalt resurfacing on Hyde Street, and, in conjunction with the road upgrades, Bellingen Shire Council will be undertaking a series of infrastructure improvements.

Project Scope

  • Conduct utility services investigation at the Hyde Street and Church Street intersection in preparation for planned drainage works
  • Stormwater drainage improvements between IGA and Church Street intersection to address surface water flows at the pedestrian crossing near IGA.
  • Resurfacing along the running lanes of Hyde Street from Prince Street (Yellow Shed) to the Coronation Street (War Memorial Statue) intersection.
  • Asphalt resurfacing along the running lanes of Waterfall Way from Prince Street (Yellow Shed) through Hyde Street (Bellingen CBD) to the Coronation Street (War Memorial Statue) intersection.
  • Resurfacing asphalt in car parking bays to align with the newly resurfaced running lanes.
  • Resurfacing Short Street Lane for improved road conditions and longevity and restoring line marking over resurfaced areas.

To ensure minimal disruption, Council is managing the entire project, scheduling the drainage upgrades first, followed by road resurfacing, in a coordinated effort to deliver these essential works efficiently.

Working hours are from 6pm to 6am, Sunday to Thursday and are subject to change due to weather conditions. The works will be carried out in stages over 12-hour shifts to complete both projects efficiently.

  • Night Works: To reduce daytime disruptions to traffic and business trading, all work will be carried out at night.
  • Staged Approach: Drainage works will be completed first, followed by road resurfacing to prevent rework.
  • Short Break Between Stages: A brief pause between drainage and road resurfacing will allow businesses and residents some respite before the next phase begins.

The project has been planned to limit inconvenience to residents, businesses, and visitors. We appreciate the community’s patience while we complete these vital upgrades to Bellingen’s infrastructure.

Community Impacts

  • Construction noise: Temporary noise may be experienced nearby residents and businesses. We are spreading out the work within the work area to minimise continuous noise and vibration in one area.
  • Traffic Control: Hyde Street will be reduced to one lane during works, with traffic controllers in place.
  • Parking Restrictions: Temporary restrictions will apply in designated sections according to the work schedule.

Community Engagement 

Council and Transport will conduct the following engagement activities to ensure effected residents and businesses are consulted and visitors and Shire Residents remain informed:

  • Face-to-Face Consultation: Affected businesses and residents will be directly contacted to discuss the project and any concerns.
  • Notification Letters: Letters detailing the work schedule and expected impacts will be distributed to those within the affected zone.
  • Roadside Digital Signage: Signs will display key dates and times of the works.
  • Parking & Traffic Signage: Additional signage will provide clear guidance on parking changes during construction.
  • Online Updates: Council’s website and social media channels will share regular updates, including any changes to the schedule.
